1. Purpose
GO-180 is a digital ecosystem designed to connect Service Members, Veterans, and military families to trusted pathways across employment, financial wellness, housing, healthcare, education, relocation, and family support. This statement defines the executive operating framework and the principles that govern how GO-180 manages data, partner engagement, and outcome measurement.

GO-180 is designed to enable trusted access, protect privacy, and support measurable transition outcomes—without selling personal information.

2. Governance and Oversight
GO-180 is operated by Vanguard Vets LLC. Governance is maintained through executive oversight, documented operating procedures, and partner participation standards. Access to systems and data is limited to authorized personnel and approved service providers as required for operations.

3. Data Principles
GO-180 applies the following principles: (a) purpose limitation—collect and use data only for defined operational and outcome purposes; (b) data minimization—collect only what is needed; (c) transparency—communicate how data is used; (d) security—apply administrative, technical, and organizational safeguards; and (e) accountability—maintain auditable processes for access and handling.

4. Data Collection and Use
Data may be collected through user submissions (e.g., inquiries, registrations, surveys) and through standard technical telemetry (e.g., IP address, browser/device identifiers, usage patterns) for cybersecurity and service improvement. Data is used to deliver requested services, facilitate introductions when elected by the user, support program communications, and conduct aggregated outcome measurement.

5. Partner Ecosystem Engagement
GO-180 may provide pathways to third-party organizations (employers, financial institutions, healthcare providers, educational institutions, nonprofits, and other collaborators). Engagement with third parties occurs by user election or consent. Third-party services operate under their own privacy policies, and Vanguard Vets does not control third-party practices once users leave Vanguard Vets environments.

6. Information Sharing
Vanguard Vets does not sell personal information. Information may be shared with (a) service providers supporting operations, (b) partners when requested by the user for coordination, and (c) authorities when required to comply with law, protect safety, or prevent fraud.

7. Outcome Measurement
GO-180 may conduct surveys, feedback assessments, and performance evaluations to improve transition outcomes. Reporting uses aggregated or anonymized data whenever practicable and does not identify individuals without consent or legal obligation. Sponsors or stakeholders may receive outcome reporting solely to evaluate program effectiveness.

8. Security Controls
GO-180 maintains safeguards designed to protect information, which may include secure enterprise platforms (e.g., Microsoft 365 or comparable infrastructure), access controls, monitoring, and incident response practices. No transmission or storage method can guarantee absolute security.

9. Retention and Deletion
Information is retained only as long as necessary for operational needs, legal obligations, and program integrity. When no longer required, data is deleted or de-identified in accordance with internal procedures and applicable law.
